<p>Among these more repressive regimes are Iran, Russia, Venezuela and Vietnam. </p>

        <![CDATA[<p><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;">Overview</blockquote><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><br /><p>The run-up to Venezuela's state and local elections in November 2008 was characterized by politically motivated disqualifications of opposition candidates and the abuse of state resources, though the balloting itself was orderly and the vote count appeared fair. A large majority of races were won by candidates associated with President Hugo Chavez, but the opposition won in a number of populous states and districts. In July, Chavez issued a set of decrees that signaled the increased militarization of society. Meanwhile, bilateral relations with both neighboring Colombia and the United States deteriorated significantly during the year.</p></blockquote></p>

        <![CDATA[<p>The government is <a href="http://www.elnuevoherald.com/noticias/ultimas-noticias/story/626462.html"><b>suspending electrical power for four hours every other day</b></a> throughout Venezuela as a move that intensifies rationing amidst an energy shortage in the country. The presidents of the state electricity companies of Caracas, Zulia and Tachira states announced plans to ration four hours that will apply immediately. The head of the state-run company Electricity of Caracas, Javier Alvarado, told reporters that starting today the outages will last for four hours every two days, that they are seeking to address the "energy deficit of 12%" generated by failures in the Guri dam. Confronted with the risks that the Guri dam has begun facing, the government imposed a reduction in the hours of stores and shopping malls and obligated residential, commercial and industrial areas to reduce monthly energy consumption by 20 percent. The government has also closed some lines and cells of state-owned enterprises Aluminio del Caroni SA (Alcasa) Industria Venezolana de Aluminio CA (Venalum) and Siderurgica del Orinoco (Sidor), which are important in the local construction industry.</p>]]>
        <![CDATA[<p>Tachira state Judge José Hernán Oliveros upheld the custodial measure against journalist Gustavo Azócar at a hearing on Tuesday, citing a flight risk and prolonging the incarceration of Azócar, who has been in detention since July 29, 2009. The president of the National College of Journalists (CNP), William Echeverria, was present at the hearing and was surprised by ruling. Maria Rico, Azócar's wife, once again <a href="http://www.eluniversal.com/2010/01/13/pol_art_por-peligro-de-fuga_1722809.shtml"><b>denounced the measure</b></a>. "How can they say that there is imminent danger of escape, when my husband went to court regularly for forty-two months in a row, complying with the appearance schedule before he was sent to the central state penitentiary?" she asked. The new hearing which will address his alleged crimes of falsifying private document and fraud, was scheduled for this Thursday 14 January, at ten o'clock in the morning.</p>

<p>The political opposition organizations which include the Democratic Confederal Bureau (MUD), issued an official statement about the devaluation of the bolivar, as they believe it will generate more inflation, more corruption, more imports of goods and fewer quality jobs. In a document accessed by Correo del Caroní, the bureau called the "exchange rate adjustment", the name it prefers to give the measure, <a href="http://www.correodelcaroni.com/content/view/144880/1/"><b>"the result of a bad economic policy that has led to the destruction of national productivity</b></a> and caused the deterioration of the productivity of workers and enterprises. For the political organizations that signed the report, the devaluation corresponds to short-term measures that have nothing to do with the welfare of Venezuelans, and whose sole purpose is for the government to have more financial resources for the campaign.</p>

<p>Fernando Morgado, president of Consecomercio lamented <a href="http://www.elregional.net.ve/VerNoticia.asp?cod=0000105068&amp;descate=Nacionales"><b>the devaluation of the bolivar which he said would bring further impoverishment, especially in the neediest sectors</b></a> of the country. "Our currency has been devalued to 2.70 and 4.30, Consecomercio regrets this very much and insists that this is the result of bad policies so and we cannot conceive of a devaluation if it is not combined with other decisions such as correcting public spending and making a total change to the economic cabinet", said Morgado. "This we say in the face of repeated demonstrations that this country after 10 years has been received one of the largest amounts of foreign exchange but we nevertheless have a devaluation that will impoverish us all but particularly those with less income," he said Morgado. </p>

<p>The secretary general of Democratic Action, Henry Ramos Allup, accused the minister of Energy and Petroleum <a href="http://www.notitarde.com/pais/pais8.html"><b>Rafael Ramirez of negotiating with parallel market dollars</b></a>. "They're going to modify the Law against Illegal Exchange so that Venezuela's central bank can maintain the balance of parallel dollars. Wonderful news President Chavez, but will you punish those who traffic in the black market?", he asked, adding that PDVSA's "has the privilege of exchanging US dollars" to speculate and play the upside. "You allowed Ramirez, violating the law, to traffic in dollars (...) Of course not going to punish him because he manages the cashier (...) Rafael Ramirez knows a lot. If he goes, then the government goes as well," he said. "If you, Mr. President, want to know where corruption comes from, look in your own house," he advised. In the coming days, he said, he will present "evidence" of despotism in government.</p>]]>

Of course, one has to start with the fact that the US has lost almost all of its former attractions as a tourist destination following the Sep. 11 events. Also given the current level of violence across the United States, only the very adventurous visitors may wish to take the chance to visit the North American nation, at their own peril.</blockquote><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><br />
Venezuela as one of the world's largest oil and gas producers and also an important member of the Organization of Petroleum Producing Countries (OPEC) has in recent years pulled out of US sphere of influence. Venezuela is now an active constituent of the Latin American economic and political organization (ALBA) that seeks to counter US' hegemony in the region. </blockquote>

        <![CDATA[<p>Caracas, Jan. 11 (El Mundo) .- Former Central Bank governor Domingo Maza Zavala estimated that inflation for 2010 could reach between 50 and 60% as a result of Friday's devaluation. To Maza Zavala, the parallel market "will remain of great importance in setting prices if officials maintain the current scheme of limitation and delay in the liquidation of official dollar settlement. "The parallel market will not disappear, because those who fail obtain official dollars will have to resort to barter to get dollars, especially if problems persist with Cadivi transactions," he said. Last year the sector faced delays of 180 days in the delivery of Cadivi dollars, which resulted in many people going to the parallel market. The result, according to Maza Zavala, was that the price of imported wholesale products increased 35.7%. </p>

<p>"If a good part of imports were bought at 2.15 and now will be priced at 4.30, it is inevitable that inflation will double," said Maza Zavala, and for that reason he estimates that prices this year will be between 50 and 60% higher than last year. He based his analysis on two fundamental facts: a fall in purchasing power of between 30 and 40% for Venezuelans - which will reduce consumption - and increased demand for parallel market dollars. "If with a floor of 2.15 bolivars to the dollar the alternate market reached values three times higher, the rise will be much greater with a floor of 4.30 bolivars to the dollar," he said. For products in stock, he believes people are trying to buy everything they can and that means depletion of inventories that will need to be replenished. According to testimony offered by her lawyer Sandy Guevara, Judge Afiuni was guarded by 17 National Guard soldiers. "Overall the doctor was calm, quiet, cheerful, with her head held high," Guevara said. Moreover, the director of the Human Rights Office of the Catholic University Andrés Bello (UCAB), Ligia Bolivar, reported yesterday that the Inter-American Commission on Human Rights (IACHR) issued an emergency protective measure for Afiuni which solicits the Venezuelan government to adopt the necessary measures to guarantee the life and physical integrity of the judge, to transfer her to a safe place and report on the proceedings of the case.</p>]]>
        <![CDATA[<p>Given the situation facing journalist Gustavo Azocar Alcalá in the state of Táchira, who has <a href="http://noticiaaldia.com/2010/01/gustavo-azocar-lleva-mas-de-160-dias-preso-cnp-se-pronuncia-desde-el-tachira/"><b>been behind bars for more than 160 days</b></a>, the National Association of Journalists' Zulia branch arrived at the prison holding Azocar to provide its support. Nikary Gonzalez, the Zulia branch's secretary general, said that "Venezuelan journalists are confronted with the monster of indifference (...) Venezuelans can not ignore what happens in the nation today, what is happening to Gustavo Azocar today could happen to any of us tomorrow." This rule provides for the establishment of communes, commune councils, unions of communes and communal cities, aimed at the governance of communities.
