The members of the Liberal Network for Latin America (RELIAL) condemn the adoption of the Popular Participation and Empowerment Act in Venezuela's National Assembly, executed on the orders of President Chávez.
The adoption of the Law violates the sovereign will of the Venezuelan people, who through the 2007 referendum rejected what is now sanctioned by parliament. With this move, the Chavez government uses the methodology of authoritarian regimes, dictating laws by surprise and disobeying the country's own constitution.
For RELIAL, this law puts Venezuelan society on the same level as the Cuban model. This rule provides for the establishment of communes, commune councils, unions of communes and communal cities, aimed at the governance of communities. Thus, it breaks with the historic orientation of Venezuela as a decentralized federal state, affecting the territorial organisation and form of government as established by the constitution.
RELIAL warns of the serious attack against the will of the Venezuelan people perpetrated by the Chavez regime, because their real purpose for this rule is to disregard the authority and powers of governors and mayors elected as a result of universal suffrage.
Finally, RELIAL calls on Latin American governments and opinion leaders to denounce these acts and declare themselves to be in defense of democratic values, fundamental rights and the will of the people.
