Just got this bit of news from AP:
I hate to be stickler for details, but Russia has most certainly has not fulfilled the terms of the Sarkozy-brokered truce, which required a retreat to pre-war positions on both sides.Medvedev wrote Saturday to French President Nicolas Sarkozy -- who, holding the EU presidency at the time, authored an Aug. 12 peace plan -- to thank him for the "big role" he played in ending the hostilities.
Medvedev wrote that the cease-fire agreement "remains the only code of behavior" in the region and that Russia has fulfilled its obligations under it.



Russia's attitude on this point is quite insane, very similar to the crazed views you describe in another current post about Kadyrov. Russians believe their own lies about their own history.
What Russians "mean" when they say the complied is that they didn't depose Saakashvili. This is actually a double lie. Of course, it's not what the Sarkozy agreement called upon Russia to do, but even if it was Russia failed to depose Saakashvili only because several powerful world leaders rushed to Tbilisi to stop the onslaught and because of Russia's own incompetence.
This is fully psychotic. Russia is today just as much drunk on a fog of lies as the USSR ever was, and it's ruled by a proud KGB spy (i.e., a lifelong liar).
No country can survive this extent of self-deception. None.
